Router: Failed to connect to SMTP host because 221 2.0.0

Has anyone ever seen this error? Some SMTP mail is sent with no issues but a few domains (externally) will not accept the SMTP connection. I get an SMTP protocol returned a permanent error in my logs and on the server console. Any suggestions are greatly appreciated.
