router 1601R stuck in boot mode

hi everyone ,,,

i have a router 1601R , which boots always in boot mode

router (boot) ..

my register 2102 ( normal)

i use also : boot system flash c1600......

i have a message :
00:00:14: %C1600-4-INTFCNOFLH: Unable to load images or communicate over inter

and :


%SYS-6-READ_BOOTFILE_FAIL: flash:c1600-sy-l_121-2.bin File read failed --



what is the problem ......thanks

Does the file you have specified in the boot system flash command, reside in flash?
