Can someone please tell me if i dont have a area code in my SPN or NPA to tell it which RLI to use what route does it use and how does it know to use that route?
 
It dosnt, i am in 856 area code we dial 9-856 xxx-xxx and it connects.
 
856 is in your ESN data block. prt HLOC or LOC codes in 90. if not there, it is somewhere.

The system can't make the call if it needs that NPA for the call without an area code in the database.

When you add the NPA in LD 90, you need to assign it to an RLI. The RLI you link the NPA to has routes assigned to it. That link will tell the system what route you want to send the call out on.

If it'a an NPA for local, the entry in LD 90 will be NPA:XXX, if it's an NPA for LD calls, it will be NPA:1XXX.

Most likely they are using digit manipulation if it isn't in the NPA list of LD90. Print your DMI tables in LD86/DGT/DMI and look if your area code is in the INST field of a table.

To look at the call progression, go to LD80 and enter
trac (cust #) (DN) dev

Make a call to a number in that area code and as it rings, press enter and the info will show you the number dialed, what was outpulsed, the RLI, DMI and routes that were used.
