Route HTTP from Gateway 1 to Gateway 2

We presently have 2 ISP's and each has it's own Netscreen 208. What we are trying to do is force all web traffic from Netscreen 1 to Netscreen 2. I have done this before and I though we did it via a static route just can't remember.

Any help would be greatly appreciated.
