Route all international calls from one CS1k's PRI to CS1k's PRIs?

It is possible.
You need to adjust your call routing in the site that you don't want to handle the international calls to send those calls to the system that should handle them.
The type of connectivity you have between your systems will determine exactly what changes you need to make. A good understanding of NARS and BARS will make this process much easier to implement.
