Make the image in whichever program you are comfortable with; slice it and put it in a table with 0 cell padding or spacing (so it all fits together well, like a jigsaw puzzle).

Check out the Interface Pattern I one, and the Cornering technique one for how to make smooth rounded corners in images with Photoshop. Once you have the full image, you can slice the image up into pieces and arrange them in a table as Maxformed pointed out.
 
when your making images fit tables precisely like this make sure you pull up your </td>'s on the same line as your images to avoid the 1px gap. . .
