I have a few questions concerning a ACS Release 7 system

Can incoming call be be distributed to extensions in a round robin fashion. IE incoming call 1 rigs on extension 12 the next incoming call ringns on extension 16 next call extension 14 next call back to the beginning and so forth.
I probably know thw answer is no, i just want to confirm.

Next question. Can an extension that does not have a physical phone be fowarded to another outside number?

Thank you and have a great day

You can put the extensions in a Hunt Group, and assign the incoming lines to the Call Dist Group, that will do the "round robin", but probably not the way you expect. Try it and see.

Yes, you can assign Remote Call Forward to a phantom extension, set up the personal speed dial through centralized telephone programming, and forward from another phone, but it will cancel itself in the event of a power cycle.
