Rough Edge on printouts

Hi there --
Periodically, printouts are being produced with paper that is rough to the touch on one side of the sheet. The appearance of the rough edge is that of adhesive similar to what is seen when a pasted sheet of paper is removed from another and residue is left behind. Has anyone seen this and know what the cause and solution is? Thanks.
