eBay - eBay has tons of routers, switches, firewalls, cables etc. that you would need to create a CCNA, CCNP or CCIE lab.
I have bought more then 75 different Cisco routers, Cisco switches, Cisco hubs, and other computers, cables and racks for my network lab.
You just need to understand what it is you are looking for and read the auctions carefully, ask questions and check the Cisco site or Google to make sure you understand what you are buying.

Was looking at purchasing two of the cisco routers below with serial cable, for €250 delivered and all.. would this be a wise purchase for practice on ccna /ccnp labs?

If that is 250 EUROS - that is about $318 American -
Seems a little on the high side but does include delivery, max RAM and FLASH, cables and updated ROM and IOS - something to be said for having everything all together in one purchase.
Just make sure you do a little looking around and see that YOU think it is a good price for YOUR area and for YOUR trouble.
And you really should have 3 routers and 2 switches for a complete CCNA lab.
