Rotate One Layer

I created a layer using Text Tool. I want to rotate the layer 90.

I have tried everything, and I am sure this is easy and i just dont know how.

PS, I use PC

Ctrl + T (Edit> Free Transform). Then you can right click and select what you want to do. Rotate is one of the options.

By the way... this will rotate the text... not the layer. You can only rotate the contents of a layer not the layer itself.
