root can't do root stuff!

login as root, but can't do root stuff unless i 'su'.
root uid is 0 in /etc/passwd.
what is up with dat?
 
should root not also belong to:
root
other (?)

it should also have the following authorizations:
audit
auth
backup
cron
lp
mem
sysadmin
terminal
uucp
root
audittrail
su
passwd
queryspace
create_backup
restore_backup
printqueue
printerstat
shutdown

and privlegdes:
suspendaudit
configaudit
writeaudit
execsuid
chmodsugid
chown
