We have a user that lost their root password. This normally is not a problem. We went through the steps of booting the system with a boot disk, mounting the drive and when we get to the changing of the password, we get the error "root account locked, see system administrator". This is the first time I've ever seen this error. Any suggestions would be appreciated.

Hey
I ques you have already solved the problem, but if you haven't...
If you have any other user, other than root, who can do scoadmin then type scoadmin a => Users => Login Controls => Unlock.
Or you can try to unlock from the command line:
passwd -u username
