I have a client with an IP office 400 who is considering going to Time Warner Cable phone lines and eliminating their pri. My question is, will the IP office switch roll calls to the next line if the first one is busy? I'm pretty sure you can't set this up through Time Warner. Thanks.

No. The service provider controls that portion. They should be able to set-up a basic hunt group for the client.
 
for incoming calls that has to be done at the provider level. there is no PBX that can do it. Time Warner has done it on installs i have worked on,
