Rollover line won't answer

Just installed a Partner R7 509 at a customer site. They have a 2 line rollover hunt. If line 1 is busy it rolls over to line 2. When you go to answer line 2, you hear a tone (da, da, daaaaaaa) and the caller gets hung up on. Has anyone had this problem before? I disconnected everything from BellSouth's dmark and tested with a couple of buttsetts, and I could replicate the problem. Any ideas?
 
Are you saying you can duplicate it at the demarc. Then it must be in the buidling wriing or from the provider. I have had that happen befor. It turned out there was a short at the 66 block. Making outgoing calls worked fine. But when incomming calls came in the ringing voltage was shorting out on the block by a little piece of wire hanging and causing the disconnect. Just my experience. Not sure if is helpful.

Does the 2nd line have voicemail or call forwarding through Bell South?

Stuttering dialtone is sometimes used to indicate new voice messages or that calls to a telephone line are being forwarded.
