Roll-over buttons Spacing Vertically

HI!
Learn't the hard way frames are not the way to go.I had 2 nav bars down each side of my page. Simple buttons that just roll-over to a different color then when linked go to another frame. bookmarks dont work in frames.....
Thats ok. Ill do it all in pages and reload the bars each time.
How do obtain this with just pages?
I have just inserted the roll-over images but it makes spaces between each one vertically and a nav bar can only be on one side of the page.
Any suggestions would help..im getting frustrated.

Layers

but i'm personally not a layer person - as much hassle if not more than frames in my humble opinion.

Second being Tables within tables.

You can have an outter "Shell" so to speak, made up of say 5 cells.
One being top from left to right the entire width (100%)
same for bottom
Left, Right being your nav areas
and center for content.

In each you can do additional tables to align items as you wish - although I would not recommend more than one table within a table. Stacking 3 or 4 deep can get cumbersome.
