RockwellV2k56DLP wont initialize

I have just got this 2nd hand celeron 333 with a rockwell V2K56DLP modem. When the computer boots there is a steady click click from the internal computer speaker. It lasts for up to 25 minutes. During that time AOL can't initialize the modem to dial or even recognise it is there. The same is true if I go through contol panel/system/device/manager/modem. The modem is on com2. Mouse is on com1.
When the click finally stops everything is OK.
Anyone any ideas?
