Rockwell HCF 56K PCI Mode - Win98 - dials but won't connect to server

I have a Rockwell HCF 56K PCI Mode modem in a Sony Vaio Laptop with Win98. I cannot get connected to the internet. My modem dials and I get the usual chatter before error message of "Failed to Connect" or "Remote Computer did not answer". My Internet Provided suggested a new driver for my modem. Any suggestions?
 
Assuming that you've done all the rest of the trouble shooting for this common problem (tcp/ip & DUN setting verifications), I'd update the driver(s). If that doesn't do it, try another modem. If that still fails, call your ISP - the problem is likely to be with their server.

There's always a better way. The fun is trying to find it!

sounds like there is a slight prob with your INTERNETOPTIONS settings or a missing TCP/IP stack...
