Roaming Profiles

We use roaming profiles in our office. One of the users is unable to logon to his profile. He logs on to a temp file. Currently he is working on a local profile, but can not change that to a roaming profile. How can he do this?

How do you have the roaming profiles configured? For instance, are you running active directory?
