I've seen this once before, and I destroyed the user and re-created everything to fix it. I'd like to know if there's an easier way; and, more importantly, why it's happening.
I have a user that logs on to the domain, and instead of loading their Roaming Profile it creates \Documents and Settings\TEMP on the local machine. The user gets the All Users data fine. And the local copy of the roaming profile (from the last time the user logged in) is sitting on the hard drive unused.
