Roaming is causing deleted files to reappear!! PLEASE HELP!!

After installing SBS 2003 in place of Win2k Server, all the users in my organization can't permanently delete files from their own folders (e.g. My Documents, Desktop, Start Menu) on the server.

After a user deletes a file from a folder, the next time he or she logs on to the server and opens the folder, the file reappears. I can delete the files directly on the server, but doing so isn't a permanent solution.

What is the cause and how do I fix it?

First I would check the permissions on the users folders and files. They must be the owner.

I've had the same problem myself ever since we were on NT4. Eliminating roaming profiles isn't an option for us, so I have to directly intervene every time a user needs to permanently delete a shortcut from their desktop, or when their profile gets filled up with excess Temporary Internet Files.
 
Find a user who is suffering. Set them as a local administrator on their computer. Have them log in there. Get them to delete something that ordinarily would come back. Log them off then back on and see if it stays gone.
 
Several of the users having the problem are already administrators of their local machines. Also, I've made doubly sure that they all have Full Control of the copy of their profiles on the server.
