RMI port drops

I was given an RMI client to run on Windows 2003. The programmer is complaining that the port is dropping. I have to restart the service about 3 times a day. I have looked for other processes that use the same ports, but I cannot find anything. We are using the defaults 1099 and 1098. I have also noticed that recently the port drops right after logging off the system. But the service is setup to run as a local system.

Any suggestions for troubleshooting?
