It might be helpful to know what version of RM/COBOL you are inquiring about.

If you have the RM/COBOL Development System (i.e. compiler), the recover2 utility will create copy all the data records out of an indexed file to a sequential file. Documented in the RM/COBOL Users Guide.

you can always use to do the conversion - and taking in consideration that doing a conversion like that using rm/cobol tools would be considered batch processing according to current MicroFocus EULA you would eventually be subject to pay their absurd per core license with no need.

To use record-editor you just need to specify your input file as being fujitsu cobol.
