It is set to false:

User can LOGIN REMOTELY(rsh,tn,rlogin)? false

but, still root is accessible remotely.

Am I missing something?

ssh does not adhere to that policy. Just how do you remotely login with root on that box?

Or can you login as root by any method?
As p5 said, ssh does not obey normal rules.
Remote login does not mean the same as "user can SU"...hint...

I just tried it on my machines and it is working! are you sure about the tty settings to ALL?
