RIS Server Install (Member Server or Not) ?

Does a RIS Server have to be joined to a domain as a Member DC, or can I just join as a regular PC, and give the RIS server authorization through DHCP to service clients ?
 
The only way you will be able to authorize the RIS server in DHCP is if it is a member server.

You must join the machine to the domain but it does not need to be a domain controller.
