RIS fails to work

I have been asked to migrate RIS from one server to another due to space and speed issues (and for future developmental needs). I have removed RIS from the one server and installed it onto the new one. The original server is the DHCP server and so I removed the Scope Options relevant to RIS and redefined for the new server. I know that the basic structure is there because a practice workstation is able to connect via PXE and trys for TFTP but fails saying File Not Found. I believe the file is the startrom.com file but the DHCP references do seem to be correct. 66 states the RIS server's IP address whilst 67 states the path and filename for the startrom.com file.

Any ideas?
