We have BCM450 with IP1230 phones. Our ringing service is set to manual and works correctly when out of the office. I was recently asked to not let any calls on the main receptionist phone go to voice mail. So I Cleard Fwd No Answer and all internal calls do not go to voice mail. External calls will ring for a longer period of time, but then will roll over to our ringing service. The preference is for them to continue ringing in the office unless the ringing service is engaged.

The set is part of a hunt group.

Is delayed ring transfer on? Turn it off. DRT in system feature settings.

Delayed Ring Transfer is off.

I would suspect that Voicemail Auto Attendant is answering the calls with a Greeting Table associated with a CCR Tree.
The Home Node of the CCR tree is most likely configured as an external transfer to your answering service.
For the manual Ringing Service to work, this must be configured.
The most rings configurable prior to voicemail answering the call is 12.
Check your Line Administration table in CallPilot Manager.
