Ringing Lines on KX TA 1232

I have a customer with a Panasonic 1232 system, There is 5 lines and a mix of 9 proprietary telephones.

I have set the ringing of the lines to immediate in a 7020 telephone, although the phone will only ring when on hook. I do not get a muted ring in the ear, nor an audible ring through the speaker.

There are some 7030 telephones that the lines do ring if the user is on the phone. I can not find any setting for ringing.
