Ringing for dropped calls

If the call is dropped by the callers for any reason before answering by operator,it is still trying to ring.
When you pick up the phone after the call end,you can not hear anything and if you do not pick up it is always ringing...How can I overcome this ?

What type of trunks are you using?
If analogue then check the CO trunk circuit descriptor
