Ringing extension from outside call 1

I have a Panasonic 816 system. We have 3 admin staff which live answer incoming calls. One extension does not ring on incoming calls, but will ring on internal calls.

How do I make the non-ringing ext perform the same as ones which ring for incoming calls?
