Ringer Volume blocking

I have a user that has some, workers that turn down the ringer to avoid calls.

Is there a way to block this and still allow use of other features on their phone.

No, the volume control is not blockable. What you could do is 1. use the aux ring control to set off an overhead ringer that the customer cannot get to. 2. set up another extension in a speaker type box and have that extension set up with an answer dn of the phone you are having volume control troubles on.
