Ring volume won't stick? i2002/bcm50

My users at a site are telling me every time there is a blip in the power/power outage the ring volume on their i2002 phones gets reset to 0. These are all PoE from a BES50.

I have an i2004 on my desk so I tried setting the volume up higher (via services/phone options/volume/ringer) and then unplugged it and it also went back to what the ring volume was originally - so I figure the master ring volume can be set but where do I set it?

I can walk users through steps if needed but I also have access to the BCM through Business Element Manager. I found a setting for receiver/handset volume (toggle system/set) but does that affect the ringer volume?

I am also having the power issues looked at (the switch is on a UPS but maybe not one that is robust enough) but I'd still like to know if there is a setting somewhere for a master ringer volume.

When an IP phone loses power, it defaults to the factory volume. No way to change that as far as I'm aware.

And there is no way to set the default volume higher? It would be fine if it resets after a power outage if what it reset to was higher than 0.

my desk i2004 resets but it resets to a volume higher than 0...

maybe a firmware upgrade will help?
