Ring tone when calling busy extension

I have an MD110 BC12SP7 with ISDN (basic rate) trunks. If you call a busy extension (analog and digital) from outside, it rings instead of giving busy tone.
I cannot seem to find out what the problem is.

Any takes on this?

Is there ODN2 "free on 2nd line" active on that phone?

Thanks for the reply. Does ODN2 apply to analogue extensions too? This happens to all extensions, analog included.
