Ring on transfer on a Parter II R4.1

I have a customer who has a Partner II R4.1. They have a music on hold source and they would like to turn the ring on transfer on so customers hear ringing when they transfer from the auto attendant. From the system program prompt when I press #119 I get an error beep. Does any one know why this will not work? Any help is appreciated.
 
The only thing can stop you from doing ring on transfer program #119,and give you an error tone ,That if you don't have Partner 2 realease 4.1,maybe you have 4.0.1 or lower.the miniumum revision to support ring is transfer is 4.1,so make sure what you have R 4.1.make a test to see what release you have ,try to program feature for 4.1 like a station lock button program (feature 21),if it accept then you have 4.1 if not and give an error tone then for sure you have mislabled card and its not 4.1.

To determine the release, pick up a phone and dial FEATURE # 1. You will hear a series of touch-tones. Count the pattern, and match it to the below for Partner II

2-P-1=Rel 1
2-P-2=Rel 2
3-P-1=Rel 3
1-P-4=Rel 3.1
3-P-3=Rel 4.0
3-P-4=Rel 4.0.1
4-P-3=Rel 4.1
