Ring no answer on Octel serenade 300 attached to a Nortel Meridian 81C

I have a Nortel Networks Meridian 1 PBX 81c connected to a Octel Serenade 300 (Legend) RLS 4.1.0 with 128 port- integrated thru M2616 TNs, I’m having ring no answer on different cards and ports- every time we trouble shoot we get to fix it by removing the cross connect and re- punching it, we have tried connecting a M2616 set and it will answer (we wanted to make sure it was not Phantom ringing on the PBX). We have engaged our Service provider for the Voicemail and every time they come with no solution, they even took it to the manufacturer and their response was unsatisfactory. Any ideas?
 
have you changed the interface on the octel end?

They did change the cards and the problem still persist.
 
when you get ring no answer, and trace that call, what does it show? could it be a bad connection between the two.. i've seen a digital disable at times due to a bad pair or bad jack.. another thing to check, make sure the nortel and the octel share a common ground.. i've has "ghost" problems them found out that between the two i had 8 to 15 volts.. even with both units on the same breaker panel, a single ground made the problem go away..

and look for a better vendor
