Rights Required to Create Shares 1

Hi All

I've tried googling this but all I'm coming up with is how to create shares or how to set share permissions. I want to know how to give rights to a sub-set of users so that they can share existing folders (ie, create new shares) either by going to Sharing & Security, using net share or using the shares console in MMC.

Can anybody give me any suggestions ? Do you require local admin rights in order to do this ? I've tried opening the shares consol in MMC using my LUA but I just get access is denied

Anybody help ?

you can create their shares and let them manage their NTFS permissions.
