Rights Problems with Autocreated Printers

I am running a CitrixXP server on W2K. My PDC is a NT 4 Server.

For some clients... when they connect to Citrix, their printers are not autocreated. I have the proper drivers installed on the server and I have a driver mapping setup to be sure there isn't a question there.

If I try to manually add the printer, I eventually get a message saying "Can't add printer. Insufficient Rights".

Logging into the same workstation as a Domain Administrator, the printer autocreates and works fine... So it's definately rights related. All the other users are primarily members of "Domain Users" and thats it.

I changed the security policy on the W2K server that deals with "Don't allow clients to install printers" - I have it set to disabled...

What else can I do?
 
I should probably add that the users in question definately have Read, Write and Execute Rights assignments to

%systemroot%\system32\spool
%systemroot%\system32\printer.inf

Also, I have confirmed the existence of HKLM/Software/Microsoft/WindowsNT/CurrentVersion/Winlogin Keyname: AppSetup Value: Cmstart.EXE
