Rights on TS running in SBS domain!!! help

Hope somebody here is smarter than me.
i have a terminal server with TAPI running so each user can intergrate into telefony system. this server is connected to a SBS server.
Here is the problem each time i reboot the TS the tapi *.ini file looses its rights and users cannot run tapi. it is located in windows\tapi.
does somebody know how i can change this so the system remembers this rights assigned to this ini file?

File - Properties - Security Tab - Advanced - make sure the "Inherit from parent" is unticked. The permissions reset to the same as parent directory with that still on.
