Right Fax

Hello,
I am having a problem with our right fax server. Early in the AM the lines to the server busy out and and no faxes can be sent out till the techs come in and reset the server. Would this problem be a setting in the software or a line issue? We have a PRI connected to this server. Any help would be greatly appreciated.
