Right-clicking on IE6 shortcut...Issue w/ 'explore' tab

I'm running a Win 98 SE machine with IE6 and SP1. When I right-click on the IE shortcut and select 'explore' my browser
comes up with the 'connection unavailable' message.

I thought hitting 'explore' defaulted to opening windows explorer? I'm just looking for some clarity on the issue.

Context menu 'explore' will open windows explorer when used on a drive or folder. I'm surprised that it's even an available choice when right clicking on the IE desktop shortcut.
