I'm sure one can pass the exam w/out taking the course. However, I think you will need the OS and a lab to pass the exam.

I'm also planning on getting certified w/ Linux. However, RHCE is expensive and is alot harder. I think I will be taking the Linux+ cert instead.
If you have time and money to go for the RHCE, more power to you.
