RH9, KDE, Tear off menus

Under older verions of RH with KDE, I was able to tear off menus and drop them on the desktop. I have recently done a fresh install of RH9 with Gnome and KDE. Regardless of which desktop I use, I cant find the setting that turns "tear off" menus on. Does anyone know how to make tear off menus work in RH9 with KDE?
