I have a Linux RedHat 7.3 server.
wu-ftp server is installed with default settings.
when i try to connect to ftp server from the server, typing ftp (or gftp) command from bash shell (ex: ftp server, where "server" is the hostname) i get error message: "connection refused".

Can anyone help me?

Sounds kinda like the port is blocked. Firewall configuration?

No, I don't have any firewall installed.in my PC there is a new linux RH7.3 installation and the ftp server settings are the default setting after installation.

Well, could be one of a few things:

In your wu-ftpd file in /etc/xinetd.d/ you may have the following entry: disable = yes. Change this to "no" or delete line.

You could be login in with a user listed in the /etc/ftpusers file, remove the user from the file.

In the /etc/ftpaccess file make sure the "shutdown" line is commented out:

# If /etc/shutmsg exists, don't allow logins
# see ftpshut man page
# shutdown /etc/shutmsg

The following may need to be commented out in the /etc/ftpaccess as well:
#deny-uid %-99 %65534-
#deny-gid %-99 %65534-
To allow e.g. root to login. IBM Certified Confused - MQSeries
IBM Certified Flabbergasted - AIX 5 pSeries System Administration

I have been applied those changes but the ftp server refuse connection again. help!

If you're running RH 7.3, you do have a firewall installed. It's built into the kernel.

Check /etc/rc.d/rc3.d to see if iptables and ipchains are set to start on boot. ______________________________________________________________________

This is probably a stupid question, but is the service started (if using standalone and not xinetd) and are you connecting on the right port?
