Revert DN forwards to "open trees" message

I have a CallPilot 4.0.

An outside caller dials via PSTN, the call rings 3X at the telephone then forwards to voicemail. I hear the persons greeting, then zero out. The call rings 3X at the revert DN telephone, then I hear "...Call Pilot from Nortel networks...Mailbox?..."

If I dial this as an inside caller or dial as an on-network call, I reach the revert DNs voicemail greeting.

I'm not sure what to check next?
