Reuse window for launching shortcuts

Is there a way, like Internet Explorer, to NOT reuse an existing window when launching a shortcut using Netscape 4.73? BTW - upgrading Netscape is not an option. Thanks in advance.
 
Why is upgrading not an option? In your version, if you right click on a link, does it give you the option to open it in a new window?
 
Large corporations have strict software standards, and v4.73 is the current standard. When right clicking the shortcut, there is not an option to open in a new window. We've been using a workaround by launching a new session of Netscape, and then click the shortcut so that it uses that new window instead of the one I want to continue using. We would prefer to launch the shortcut and have it open a new session in a new window by default.
