I have an old windows 98SE disk (Legal) from dead computer, can I load it on a new computer as a Dual boot? Or do I need to fnd and buy another windows 98 SE disk? If yes, how would I do it?
I have too many old games that aren't available to new machines.

depends on disk, if it OEM, then technically no, that license is tied to the dead computer. If it is a retail disk, sure. You are limited to only having it on one computer at a time. Since it is a dead OS, good luck finding a legal version out there. I suppose you could get a retail Technet sub from microsft, and get a good license that way.

you may want to take a look at the ReactOS, it might work with those older programs/games...

or take a look at VirtualBox, instead of dual booting the older OS, create a virtual installed OS, less hassle when it comes down to getting drivers for the hardware that you have now!
