Rety error connecting to exchange

this problem seems to be getting worse and I cant put my finger on it.
I have 5 sites - connecting via VPN to our central office exchange 2003 server (all service packs loaded) - the ping responces are well under 100ms to each site - data is moving freely - but when our outlook 2000 clients connect in the morning and during the day- they have to click retry a few times to connect. I am using a Dell 1600sc 1gig mem and plenty disc space left. there are about 45 email clients conencting over 5 branches. The local email clients are ok with the connection - but the other sites seem to be having this problem. I cannot put my finger on the fault - nor do I know what tools i could use to find the fault.
Could someone aid in this matter - thanks in advance.

This is clearly not an Exchange issue but rather a network problem of some kind. Pings are fine to do a quick test, but they do not garantee proper operations of other dataflow. Start investigating that. Do not only ping by IP but also by name etc.
