The receipts generally come in at the same time. Most with the same time stamp. A couple of instances with a one second difference, and a couple within ten seconds. The problem is consistent with the same people. It is specific to some users, not all users.
By any chance do these people have multiple mailboxes. This sometimes occurs when an ID has to be recreated and admin either forgets or decides not to merge or delete.
Do these users have an agent that sends a notification?
Those are the easy causes. If it ain't them I'm not sure.
