Retry limit reached

Hi all. I have a user running Windows 2000 Pro SP4 with Raptor Mobile 6.53. He tries to connect to our Raptor Firewall 6.5 for Windows NT.

I receive the following in my logs :

isakmpd Warning: RETRY LIMIT REACHED for the remote security gateway XXX.XXX.XXX.XXX

Why is that?

This could be a number of things, my quess would be the phase 1 ID. But a sure fire way to find out is to put the VPN logging on the firewall into debug mode.
