Retrieving data from a webpage/htm file ???

I'm a VB programmer and use the Windows API call URLDownloadToFile to retrieve data from webpages and save them to disk so I can retrieve data from them. This works well for all webpages but one. This webpage/htm doesn't look at all like the data being displayed. I have a PDF of the screen and the corresponding txt/htm file.

Is there an experienced html developer that would take a quick look at these 2 files and tell me what the problem is and how I might pursue it?
