Retention Policy/Tags

I created 2 Retention Policy tags. One for the inbox which would move items older then 90days into the Deleted Items folder. The other for the Deleted Item which will delete and allow recovery and the age limit is 90days.
I then made a new Retention Policy and added those 2 tags to the policy and added 1 mailbox to see if it will work. I still have messages in the inbox that are older then 90days (from July , August) and the same with the deeted item folder. How does it determine the 90days and when does it start to process the mailbox? I know I can use Powershell and use Start-ManageFolderAssistant but I want to see it done automatically.
 
I thought the Managed Folder Assistant always run. Do I actually need to run:
Set-MailboxServer MyMailboxServer -ManagedFolderWorkCycle 1

then I would have to manually stop it?
Stop-ManagedFolderAssistant

If this is the case do I just check the event viewer to see if all mailboxes were processed?
 
Quick note:
Also I just went into OWA and right clicked on my Inbox and looked at the retention policy and it is correct, the same goes for me Delete Items folder.
The retention policy I setup is what is showing.
 
It is based on the modified date, not date received. So look at the modified date of the items. Also, when you move an email, flag it, etc., it changes the modified date.

Since one tag moves items from the inbox to deleted after 90 days, and your deleted policy provides another 90, inbox items deleted by policy actually get another 90 days. Items deleted by the user only get the first 90.
 
If I login via OWA and look at an old message I see:
Retention Policy: Inbox-Moved to Deleted Items after 90 Days (3 Months) Expires: 10/4/2011
This item will expire in 0 days. To keep this item longer, apply a different Retention Policy.

But it does not move it. The item is still in my inbox.
